Cmdr. Garrett Barker is a Coast Guard aviator with experience conducting and managing aviation operations including search and rescue, counter-narcotics, maritime security, and disaster response missions on both East and West coasts, the Southern border, and the Indo-Pacific region. Prior to Brookings, he served at the Coast Guard’s Personnel Service Center as the chief of officer assignments. In this capacity, he oversaw the workforce management of the Coast Guard’s officer corps across all specialties and approved permanent change of station assignments for all O-5 and below officers. His interests are in maritime cybersecurity and the future of unmanned aerial systems as they pertain to port security and the marine transportation system in the United States and other critical regions around the world.
